Windows 7 and Mobile Device WCF Issues
Quick Fix: NetCFSvcUtil.exe has compatibility issues with Windows 7 when generating WCF proxy classes for Windows Mobile. An updated version is available from Microsoft.
The Problem
At 3Metas, we've been developing mobile applications for Windows Mobile devices extensively over recent months. After upgrading our development machines to Windows 7, we encountered a problem when consuming WCF services from mobile devices.
As you may know, to consume a WCF service from a mobile device using the Compact Framework,
you need to create a proxy class using the NetCFSvcUtil.exe utility,
which is part of the .NET Compact Framework 3.5 Power Toys.
The Error
When using this utility in Windows 7, it consistently produces an error like this:
Attempting to download metadata from 'http://localhost/DinnerNow/service/DeliveryService.svc'
using WS-Metadata Exchange or DISCO.
Error: An error occurred in the tool.
Error: Error in the application.
Not very helpful, right? The error messages are frustratingly vague.
The Root Cause
There's an incompatibility between the proxy generation tool and Windows 7. The tool was developed before Windows 7 was released and doesn't properly handle some aspects of the newer operating system.
The Solution
Fortunately, Microsoft has resolved this issue and released an updated version of the tool.
You can download the updated NetCFSvcUtil.exe from this
direct link.
Alternative Workaround
If you don't want to download the updated tool, you can generate the proxy file on a Vista or XP machine and then transfer it to your Windows 7 project. Not elegant, but it works! 😊
Step-by-Step Fix
-
1
Download the updated
NetCFSvcUtil.exefrom the Microsoft link above -
2
Replace your existing
NetCFSvcUtil.exein the Compact Framework Power Toys directory -
3
Generate your proxy class as you normally would
-
4
The error should be resolved, and your proxy generation will work correctly
Modern Context: Mobile Development in 2025
Looking back from 2025, this post is a time capsule of mobile development challenges:
- • Windows Mobile is extinct: iOS and Android completely dominate mobile development
- • Proxy generation is automated: Modern tools handle service integration seamlessly
- • REST APIs replaced SOAP: JSON over HTTP became the standard for mobile services
- • Cross-platform frameworks emerged: React Native, Flutter eliminated much platform-specific work
- • Cloud SDKs simplified everything: Firebase, AWS Amplify, Azure Mobile Apps handle backend complexity
The pain points of 2009—compatibility issues, complex tooling, platform fragmentation— have been largely solved. Modern mobile development is far more accessible and streamlined.

Quick Resolution
This was a frustrating but easily fixable compatibility issue. The vague error messages made it harder to diagnose than it should have been, but once you know the cause, the solution is straightforward.
If you're still maintaining Windows Mobile applications (in 2025, hopefully not!), keep this fix handy. And if you're working with any legacy platform, remember that compatibility issues between tools and operating systems are common—always check for updated tool versions.
